A serving Inspector General of Police (IGP) in Haryana was convicted on Sunday of assaulting, sexually harassing and threatening and intimidating an intoxicated nurse at Sector 6 Civil Hospital, Panchkula, the police reported. police.

In her complaint to the police, the woman alleged that on Saturday evening, Kalsan forced his way into the Civil Hospital’s Detox and Rehabilitation Center, carrying a bottle of country liquor, and attempted to take a patient admitted there. . The nurse also alleged that the man was carrying tobacco pouches for the patient, whom he knew.

The nurse alleged in her complaint that Kalsan threatened her with serious consequences if she tried to press charges against him. He also allegedly claimed that no one could hurt him because he is a policeman.

“He (the defendant) then sat outside and shouted using abusive and foul language despite my repeated requests not to use such language. I also asked him not to make noise because the patients are sleeping in the psychiatric ward, but to no avail. Meanwhile, all the sleeping patients and attendants came out and he repeatedly misbehaved in their presence…I spoke very politely. He was getting more and more violent and abusive and stood on the bench and approached me to assault me. If patients, attendants and ward security were not present, anything could have happened,” the complaint said.

“He was completely drunk and was carrying desi (santra) alcohol. He also handed many packets of tobacco and gutka to the patient, which she hid under the bed. He dragged her and said: ‘This is my darling preet’ It was scary…I was on the verge of collapsing He threatened me and the staff with serious consequences…he refused to leave the service saying that “He was a policeman. He threatened to sexually assault me ​​at the police station in the presence of policemen. All patients in the ward and their attendants witnessed the aforementioned incident,” she added.

Reacting to the incident, Deputy Commissioner of Police (Panchkula) Raj Kumar said, “We have filed an FIR under the relevant charges. Hemant Kalsan was warned by name in the FIR. We will summon him to join the police investigation… There are guidelines established by the supreme court that for offenses punishable by less than seven years, the accused will first be summoned to join investigation. If the accused does not comply with the summons, the agency has the right to arrest him. »

Kalsan was convicted under Sections 186 (obstruction of a public official in the performance of his duties), 294 (lewd acts), 353 (assault or use of criminal force to deter a public official from performing his duties) , 354 (assault or criminal use of force against any woman with intent to undress), 506 (criminal intimidation) and 509 (word, gesture or act intended to insult the modesty of a woman) of the Indian Penal Code.
